SPAC is a statutorily created council of criminal justice stakeholders. SPAC is mandated to provide analysis of the fiscal impact of sentencing proposals on units of state and local government and to support through data analysis the implementation of evidence-based practices in the corrections arena.

ESSENTIAL FUNCTIONS
Identify, obtain, and clean new and diverse datasets
Connect and analyze data source with varying levels of quality and quantity
Evaluate data quality and recommend solutions to improve reliability
Formulate solutions to clarify or resolve missing or unclear data
Design interfaces between datasets collected
Develop innovative approaches and solutions to data research to inform the legislative, executive, and judicial branches of government
Represent the Council for information technology and data improvement projects involving other state and private entities

QUALIFICATIONS
Knowledge, skill, and mental development, including years of experience, equivalent to a master’s degree in computer science, statistical analysis, and/or database management from an accredited university
Requires the equivalent of two years of experience or formal training in basic software and scripting languages (SQL, Oracle, Java, Python, etc.)
Competency with data research methodologies (machine learning, algorithm development, data mining, etc.)
Experience with data management in a public sector environment
Ability to communicate complex, technical information to lay audiences (preferred)
Experience with criminal justice data collection and analysis (preferred)

Salary range: $60,000 to $80,000 annual, full benefits package
Position is based in Chicago, Illinois
